All you need is:
install PARAWIN for Windows 3.11
probably make some changes in autoexec.bat & config.sys
(or/and just simply use KEYRUS.com for DOS applications)

WINDOWS 95/98

Edit your REGISTRY

Easy way: load this reg file end execute it
(it adds/changes some keys in your registry to make windows use right code-page)
For brave hearts: make the same, but manually according to the example below

Find [HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\Nls\Codepage]
and change red-lighted lines from yours own to sampled

Make some changes in your win.ini file (find it in your ../windows folder)

To make some system fonts russian
In win.ini find part named [FontSubstitutes] and change all to make it looks like this:

Change CONFIG.SYS & AUTOEXEC.BAT (find them in root of C:\)

Make your dos programs showing russian text
(for Norton commander, Volkov commander, Dos navigator & so on) —

In CONFIG.SYS must be this 2 lines:

device=C:\WINDOWS\COMMAND\display.sys con=(ega,,1)
Country=007,866,C:\WINDOWS\COMMAND\country.sys

(Change path C:\WINDOWS\COMMAND to were this files are)

In AUTOEXEC.BAT must be this 3 lines:

mode con codepage prepare=((866) C:\WINDOWS\COMMAND\ega3.cpi)
mode con codepage select=866
keyb ru,,C:\WINDOWS\COMMAND\keybrd3.sys

(Change path C:\WINDOWS\COMMAND to were this files are)

Step 4 /step 1/step2/step 3/step4/top of page/
Make your browser showing russian text

Go to preferences in your browser
and don't be lazy to find how to do this (hint: check FONT preferences & change all fonts to fonts with CYR in its name)!!! Then go to "View/Character Set/" & select some CYRILIC one (win 1251 or Koi8 - for example), then go to "View/Character Set/" agane and choose "Set Default Character Set")

WINDOWS NT

Windows NT 3.51

During Windows NT installation You have to choose "Locale: Russian" or you may reinstall it from the beginning!!! After the end of installation process run Control Panel, Keyboard & add Russian locale. After that, probably, system will install some new files from "DISTRIBUTIV" of Windows NT. Change locale back to US English. Run KBDSEL.EXE from Winnt\SYSTEM32. Change some settings for your needs, change primary & secondary locale.

Windows NT 4.0

From the Start menu choose Settings\Control Panel. Double click on "Keyboard" opens "Keyboard Properties". In "Input Locales" add "Russian" (system will install some new files from "DISTRIBUTIV" of Windows NT), set "Russian" as default. Close "Keyboard Properties". In Control Panel double ckick on "Regional Settings". It opens "Regional Settings Properties". In "Regional Settings" add "Russian" and select "Set as system default locale". Close dialogue & reboot the system.

By the way... If you still have problems with russian fonts... As for me, I did the following: Install servise puck 3 or 5 (for you wish). Use this reg-file for fonts substitution (see it befor run it! becouse I add this new CYR fonts to winnt instead of standart ones befor)
So, if even after all nothing helps, then change in registry value [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Nls\CodePage] key "1252" from "C_1252.NLS" to "C_1251.NLS"
